Pennsylvania moving company rules
The Pennsylvania Public Utility Commission (PUC) licenses household goods movers that move goods between points in Pennsylvania. Licensed movers must keep liability and cargo insurance on file and charge the rates in their PUC-approved tariff. Each certificate covers specific areas, and PUC rules set requirements for written estimates, payment at delivery, bills of lading and worker background checks.

Estimates
Movers must give a written estimate titled "Estimated Cost of Services" at least 48 hours before the move, unless you agree in writing to a shorter notice. Estimates use hourly tariff rates for moves of 40 miles or less and weight and mileage for longer moves. If the bill exceeds the estimate, the mover must release your goods when you pay the estimate plus 10 percent or $25, whichever is greater, and wait 15 days after delivery for the rest.
Liability for loss or damage
Automatic protection pays up to 60 cents per pound per article for loss or damage. The estimate form must record whether you accept or reject that minimum coverage and list the rates for added coverage, which you can buy from the mover or a private insurer.
Insurance or bond
Movers must file liability insurance of at least $300,000 per accident for vehicles of 10,000 pounds or less and $750,000 for heavier vehicles, plus cargo insurance of at least $5,000 per vehicle.
Where to complain
Other Pennsylvania rules to know
- The PUC cannot order a mover to pay you for damaged goods, and it cannot investigate complaints about goods moved out of state or held in storage for more than 90 days.
- Each certificate covers specific areas within the state, so ask the mover whether its approved territory includes your move.
- Movers must give you an Information for Shippers form before you sign any agreement.
- Movers must check the criminal history of workers who enter homes, and repeat the state police check every two years.
- A written complaint should give the company name, move dates, the estimate and the amount charged.
Moving into or out of Pennsylvania? A move that crosses a state line follows federal rules instead. Check an interstate mover.
