New Jersey moving company rules

All public movers and warehousemen operating within New Jersey must hold a license from the New Jersey Division of Consumer Affairs. The Division's Regulated Business Section enforces rules on surveys, written estimates, orders for service, insurance, and claims. You can check a mover's license and complaint history online or by phone.

Estimates

When you ask for an estimate, the mover must survey your goods on site or by video, give you a completed written estimate, and give you the state brochure Important Notice to Consumers Using Public Movers and Warehousemen. Estimates are based on the mover's tariff filed with the Division. Binding estimates are optional for the mover. The order for service must be given to you at least 24 hours before the move.

Liability for loss or damage

The mover's minimum liability is $1.00 per pound per article unless you buy insurance or increased valuation, and goods you pack yourself may be treated differently. Claims must be submitted to the mover in writing, and the mover and consumer must settle claims within 90 days of receiving the completed claim form, with a possible 30-day extension.

Insurance or bond

Licensed movers must file a certificate of insurance with the Division, including cargo liability of at least $25,000 per vehicle per accident and $50,000 per occurrence, plus bodily injury and property damage liability. A mover may not offer increased valuation above its cargo insurance unless it raises that coverage.

Where to complain

Other New Jersey rules to know

  • The Division cannot recommend movers, but its license search shows complaint history.
  • No mover may demand a tip; tipping is up to you.
  • If a mover is running late, it must contact you by 12 noon on moving day, or as soon as practical.
  • Self-storage facilities and portable storage containers are not regulated by the state.
