Hawaii moving company rules

The Hawaii Public Utilities Commission (PUC) regulates for-hire motor carriers, and household goods is one of its property carrier classes. A carrier that moves property for pay on public highways needs a PUC motor carrier certificate. The PUC handles certification, rates, and business regulation, and common carriers must keep a tariff of their rates on file.

Insurance or bond

Property carriers need liability coverage of at least $250,000 per person and $750,000 per accident for bodily injury or death, and $250,000 per accident for property damage. Cargo insurance is filed where it applies, using the PUC's cargo certificate of insurance form.

Other Hawaii rules to know

  • Household goods is its own property carrier class at the PUC, separate from general commodities, dump truck, and specific commodities carriers.
  • Common carriers must have a tariff stating their rates, fares, and charges; many join a tariff bureau that files household goods tariffs with the PUC.
  • The PUC's active carrier report lists each carrier's certificate number and island.
  • People hauling their own property are exempt from PUC regulation.
