California moving company rules
The Bureau of Household Goods and Services (BHGS), part of the California Department of Consumer Affairs, licenses movers that move household goods within, into or out of California and enforces the state's moving laws and Maximum Rate Tariff. A mover needs a BHGS household mover permit, must carry liability and cargo insurance, and must show its permit number in ads and on its trucks. Movers that cross state lines must also be registered with the Federal Motor Carrier Safety Administration (FMCSA).

Estimates
For a move within California, the mover must do a visual inspection with the estimate and must sign the estimate. Moves under 100 miles may be charged by the hour, and moves over 100 miles must be charged by weight and mileage. At least three days before the move you must get a signed agreement with a 'Not To Exceed' price, which is the most you can be charged for the move and any services you order, including valid change orders.
Liability for loss or damage
Coverage of $0.60 per pound per article is included in the rate at no extra charge. Unless you write in '$0.60 per pound per article' or another value in your own handwriting, the shipment is released at actual cash value up to $20,000. You can declare a higher value or choose full replacement value, which may carry a valuation charge set under the Maximum Rate Tariff.
Insurance or bond
Movers must carry liability coverage of at least $250,000 for injury or death of one person, $500,000 for injuries or deaths of more than one person in one accident, $100,000 for property damage in one accident, and $600,000 combined per accident. They must also carry $20,000 in cargo insurance, unless BHGS approves a lower amount. Movers that use subhaulers must file a $15,000 subhauler bond.

Other California rules to know
- A mover must put its name and BHGS permit number in every ad, and the permit number must be on every truck in letters at least 1.5 inches tall.
- BHGS publishes a Maximum Rate Tariff that limits what movers can charge on in-state moves.
- A restoration company that is paid to move household goods counts as a household mover and must be licensed by BHGS.
- BHGS posts citations issued to movers, including unlicensed operators, on its License Search page.
- Moves into or out of California need both a BHGS license and FMCSA registration.
Moving into or out of California? A move that crosses a state line follows federal rules instead. Check an interstate mover.
