Alabama moving company rules
The Alabama Public Service Commission (APSC) regulates movers that carry household goods for pay between two points in Alabama. A mover needs an APSC certificate or permit for this work, must keep liability and cargo insurance on file, and must have an approved tariff with the APSC that sets its rates, charges and rules.

Liability for loss or damage
No separate state valuation amount was found in the APSC motor carrier rules. Household goods movers must keep an APSC-approved tariff that sets out their rates, charges, rules and regulations, so ask the mover how its tariff handles loss and damage before you sign.
Insurance or bond
Every APSC-regulated carrier must file proof of liability insurance, and carriers of household goods must also keep proof of cargo insurance on file. Proof is filed on Form E (liability) and Form H (cargo). The APSC rules set minimum cargo security for common carriers of property at $5,000, or the value the carrier ordinarily hauls if that is lower, but not less than $1,000.

Other Alabama rules to know
- An APSC certificate or permit is required for household goods moved for pay from one point in Alabama to another, unless the move falls under an exemption in state law or the APSC rules.
- Someone who only arranges an in-state move for pay, without hauling it, needs an APSC broker license and must file a surety bond.
- Household goods carriers must file an annual report with the APSC that confirms they are still in business and includes a financial statement.
- APSC Consumer Services takes complaints by phone at 1-800-392-8050, through an online form, or by mail, and asks you to try the company first.
